Expanded meeting of the Presidential National Commission for Women and Family and Demographic Policy, chaired by the State Secretary Gulshara Abdykalikova

The meeting was attended by the Majilis deputies of the Parliament, the Government members, the National Commission for Women and Demographic Policy under the President of the Kazakhstan, the Advisory Board of the Prosecutor General's Office, representatives of state bodies, international and non-governmental organizations, and the media.

Opening the meeting, Gulshara Abdykalikova noted that 124 states in the world, including Kazakhstan, have laws directly aimed at combating domestic violence. The Presidential Decree of December 6, 2016 approved the Concept of Family and Gender Policy in Kazakhstan until 2030. It is aimed at addressing the issues of increasing the effectiveness of the family protection system and reducing the facts of violence in it, including on the basis of gender.

The Prosecutor General's Office and the Internal Affairs Ministry have provided information on the measures to strengthen the prevention of family and domestic offenses, law enforcement practices and the improvement of legislation in the sphere of family and household relations.

According to the Prosecutor General's Office, the Road Map has been worked out within the framework of the large-scale social project titled "Kazakhstan without Domestic Violence" aimed at creating effective prevention mechanisms, interagency cooperation, a system for effective assistance to victims of violence and rehabilitation of offenders.

In turn, the Internal Affairs Ministry reported on the introduction of new administrative and legal measures, such as a protective order and special requirements for behavior, allowing to limit the contact of an offender with a victim, minors or incompetent members of a victim's family. This restriction makes it possible temporarily (up to 30 days) evict a family troublemaker (if the offender has another place to live in).

Since April last year, a legislative provision has been introduced not allowing a family debauchee to use alcoholic beverages (even at home) for a period of 3 months to 1 year.

In general, since Law "On the Prevention of Domestic Violence" (2010) has come into effect, there has been a decrease in the level of domestic crime by an average of 10%. So, in 2014, 6,000 people were brought in to administrative responsibility for causing slight health damage and beatings, and only 718 in 2016.

Following the meeting, Gulshara Abdykalikova has given a number of specific instructions to the state authorities on domestic violence elimination.
