Marat Y. Shaikhutdinov was born in 1959 in Akmola region.
He graduated from the Karaganda State University in 1959.
From 1984 to 1986, he worked as Instructor at the Yerementau district of Tselinograd region’s Kazakhstan Communist party committee and Kirov district of Karaganda region’s Kazakhstan Communist party committee.
From 1986 to 1990, he was Instructor, Head of the ideological Department of the Karaganda city Committee of the Communist party of Kazakhstan.
From 1990 to 1994, he held the positions of Junior Researcher, Head of Department, and Centre Director at the Central Kazakhstan branch of the Academy of Sciences of the Republic of Kazakhstan.
From 1994 to 1997, he was the President of “Sary-Arka” agrarian and industrial complex in Astana.
From 1998 to 2000, held the position of the President of “Miras” company in Astana.
In From 2000 to 2005, he worked as Director of the Kazakh-Russian University.
From 2005 to 2006, he was the Chief Inspector at the Secretariat of the State Secretary of Kazakhstan.
In 2006-2007, he served as Deputy Chief of the Foreign Policy Centre of the Presidential Executive Office of Kazakhstan.
From 2007 to 2009, he was the Director of the Institute of World Economy and Politics at the Fund of the First President of the Republic of Kazakhstan.
In 2009, he worked as Chairman of the Foreign Policy Analysis and Forecasting Committee at the Ministry of Foreign Affairs of Kazakhstan.
From 2009 to 2015, he served as Deputy Secretary of the Security Council of Kazakhstan.
In June 2015, he was appointed as First Deputy Secretary of the Security Council of Kazakhstan.
He holds Ph.D. in Historical Sciences, Professor, awarded with the orders of “Qurmet” (Honour) (2009), “Barys” of II degree (2014) and two commemorative medals.
